Cohen on Defence Support of Humanitarian Operations

Defence Support of Humanitarian Operations: Practice before Theory

Richard Cohen
President, RSC Strategic Connections and
Former Senior Advisor to the Minister of National Defence

In this talk, Richard Cohen considers how Canadian government policy on Canada’s role in international disaster relief changed in light of the experiences of the Haiti earthquake of 2010. With clear implications for policymakers, Cohen posits that this experience is an example of how realities on the ground sometimes drive policy rather than vice versa.

Richard Cohen is President of RSC Strategic Connections. He is also a Senior Associate in the Ottawa Office of Hill and Knowlton and a Senior Fellow at the Norman Paterson School of International Affairs, the Canadian Centre for Intelligence and Security Studies, and the Centre for Security and Defence Studies, at Carleton University. Cohen is also a Member of the Order of the British Empire (MBE). A graduate of the Royal Military College, Kingston, and Imperial College, London, where he studied under an Earl of Athlone Fellowship, Cohen has served in the Canadian Army as an infantry and parachute officer in the PPCLI and the Canadian Airborne Regiment. In 1973, he transferred to the British Army where he served in the Light Infantry, the Brigade of Gurkhas and in a wide variety of operational command and staff appointments around the world. In 2007, he joined the office of the Minister of National Defence, Peter MacKay, as the Minister’s Senior Defence Advisor. He returned to the private sector in 2011.

Kopstein on Anti-Jewish Pogroms

Intimate Violence: Anti-Jewish Pogroms in Occupied Poland and Ukraine

Jeffrey Kopstein
University of Toronto

Why do pogroms occur in some localities but not in others? This question has long puzzled scholars. With a focus on the wave of pogroms in Eastern Poland and Western Ukraine that occurred in the first weeks after the Nazi invasion of the Soviet Union, Professor Kopstein shows that pogroms are only weakly correlated with Polish and Ukrainian nationalism and Jewish support for communism. Instead what matters most for the occurrence of pogroms are pre-existing political and demographic tensions, especially Jewish support for ethnic parties. After discussing these conditions, Professor Kopstein will note what this conclusion means for Polish and Ukrainian wartime culpability and the broader conditions under which pogroms are likely to occur.

Jeffrey Kopstein Kopstein is Professor of Political Science and Acting Director of the Centre for Jewish Studies at the University of Toronto. He has published three books and more than forty peer reviewed articles on comparative and European politics and history. His forthcoming book is Intimate Violence: Anti-Jewish Pogroms as Prelude to the Holocaust.

Call for Papers - 7th Annual Political Science Graduate Symposium

From: Shelly Whitman <cfpsddir@dal.ca>
Subject: Call for Papers: 7th Annual Graduate Symposium

The Dalhousie Political Science Graduate Student Society and the Centre for Foreign Policy Studies Present
The 7th Annual Political Science Graduate Symposium, March 8th ? 9th, 2012
Dalhousie University, Halifax, Nova Scotia
The Rise of the Rest? Opportunities and Implications
Call for Papers

There is a growing ?conventional wisdom? that the United States is in decline and that we are entering a ?post-American? world, characterized by a ?rise of the rest?. The BRIC countries (Brazil, Russia, India, and China) are said to be the emerging centers of power in the 21st century. Is power really moving from West to East? Is the United States in decline? Will the rapid rise of the rest continue? Most importantly, what are the security and defence implications of this possible change in the global balance of power, particularly for Canada?

With this theme in mind, the Symposium Committee welcomes submissions from a variety of disciplines on the following themes:
- American power in the 21st Century
- Technology of Security and Defence (Drones, Cyber Warfare, Social Media)
- WMD Proliferation and Strategic Stability
- Environmental Security and Resource Scarcity (Arctic, Water, Oil, etc.)
- Canada in the 21st Century
- ?BRIC? Nations (Brazil, Russia, India, China)
- Institutional Roles of IGOs, NGOs, and Regional Organizations (UN, NATO, ASEAN, NORAD, EU, etc.)

Other topics with a focus on defence and security will be considered. Please send a 250-300 word abstract and a short bio to: gradsym@dal.ca

SUBMISSION DEADLINE IS FRIDAY, JANUARY 13, 2012.

Successful applicants will be notified by January 27th, 2012. Selected papers will be published in an edited volume by the Centre for Foreign Policy Studies in August 2012.

The Symposium emphasizes the debate and question elements of the panel presentations and so presentations are limited to 10 minutes. Limited travel subsidies may be available for presenters. For more information, please visit: http://centreforforeignpolicystudies.dal.ca/gradsymposium2012.php or send an email to: gradsym@dal.ca
